GSF Zero Draft – Letter from CSO Task Team Members

Dear working group members,

The CFS Secretariat has shared with us the first version (only in English) of the first draft (“zero draft”) and the new timetable after the African Regional Conference has been postponed. Hence the timeframe for the Task Team to complete its work has been extended. Please see below, the GSF Zero Draft, a CFS Secretariat letter and the OEWG Guidelines for preparation.

The 4 CSO Members of the Task Team would like to invite you to contribute in the following weeks and send your inputs to following specific questions until 28th of December:

1. Does the Draft Zero conform to the OEWG guidelines?
2. Does the GSF Zero draft present key issues of food security and nutrition on which there is broad international consensus?
3. Are Civil Society viewpoints and perspectives, as we agreed in our Working Document, reflected in the Draft Zero?
4. Have cross cutting issues, such as gender, nutrition and rights-based approaches been sufficiently mainstreamed throughout the document? Are separate sections required in Part IV, Policy and Programmed Recommendations?
5. Has the document sufficient practical country-level relevance?
6. Is the length of the document appropriate and should be propose any other editorial, organizational and substantive changes?

Please, notice that the Civil Society Working Document, which now includes the main consensus proposal made by a drafting group, will be available no later than the end of this week. The idea is to use the Working Document as the reference to respond question number 3, which we consider very relevant.

We would like to encourage you to address your responses in the frame of the questions above as to ensure succinct feedback, otherwise we may end up with very disperse comments which would be difficult to integrate into our response.

We hope to receive specific contributions to question 4 by the Gender and Nutrition Working Group and other Organizations specialized in Human Rights.

Note the immediately timetable:

December 14 - Sending of the first version of “Draft One” (“Draft Zero”) by the CFS Secretariat
December 28 - Sending of suggestions and contributions to the Draft Zero by the Working Group Members on GSF to the 4 members of the CSM Task Team on GSF
December 28 – January 4 – Compilation of Civil Society Contributions to the Draft Zero by the 4 Members of the CSM Task Team on GSF
January 5 – Sending of the Civil Society Contributions to the Draft Zero by the 4 Members of the CSM Task Team on GSF
January 6 – Deadline for receiving comments and suggestion to the Draft Zero by the CFS Secretariat
January 13 – Tentatively First Meeting of the GSF Task Team
Late January - Sharing of the First Draft with the OEWG
Mid-February - Distribution of the First Draft to be made available for discussion at the regional consultations to be held alongside FAO Regional Conferences next year

Looking forward to hear from you very soon,

Gisele and Natalia, on behalf of the 4 CSO TT on GSF
